Enable remote debugging:

chrome.exe --remote-debugging-port=9222

Enable Flash Player debugging:

1. get debug Flash Player from https://www.adobe.com/support/flashplayer/downloads.html
   
2. go to chrome://plugins/
3. click Details to show all versions of a plugin
4. disable built-in Flash Player (PepperFlash) and enable Macromedia one
